It is readily observable when an organisation exhibits diminishing returns. 

This is well documented on balance sheets, profit margins, resource planning, reporting, etc.

What often escapes this observation is the threshold at which the relationship between effort and outcome changes. This threshold exists regardless of further efforts being expended and additional improvement being sought.

Projects evolve. Understanding develops. Priorities shift. Projects progress. The threshold is not a point waiting to be discovered. It is a condition that emerges as effort, outcome and expectation continually adjust in pursuit of objectives.

Progress is determined by analysis, refinement, effort and decision making.

Progress generates momentum.
Momentum does not recognise the threshold.
Decisions can interrupt momentum.
